Kenya's President in Haiti
Kenya is leading the Multinational Security Support (MSS) Mission in Haiti, authorized by the UN Security Council on October 2, 2023. This mission aims to assist Haiti in restoring law and order amid escalating gang violence. Kenya has committed to deploying 1,000 police officers, with additional personnel from several other countries, including Jamaica and Bangladesh. The MSS mission will support the Haitian National Police (HNP) in countering gangs and preparing for free elections, while also having temporary executive policing authority to enforce security measures.
Kenyan President William Ruto said during a visit to Haiti on Saturday, September 21, that he was open to converting Kenya's anti-gang mission in the country into a full-fledged UN peacekeeping mission.
But there should be a difference between a police operation and a peacekeeping mission.
The mandate of the MSS mission - which was initially approved by the UN Security Council for 12 months - expires in early October.
The United States and Ecuador have called for the MSS mandate to be extended for another 12 months and for the UN to begin planning to transform the MSS mission into a UN peacekeeping mission.
The MSS mission has not gone quite so smoothly, with delays in deploying personnel and key equipment needed to fight powerful gangs.
On Friday, the UN human rights expert for Haiti said the situation had worsened, with around 700,000 people now displaced within the country.
