Accident in South Africa, RAF

This is an accident report from South Africa. There was an accident in which a pedestrian was seriously injured. In South Africa, there's the "Road Accident Fund" (RAF), which handles such cases. There's no court procedure; every driver, when they fill up their tank, pays not only for the fuel but also for the RAF. You have to report the accident yourself, otherwise nothing happens. The RAF is supposed to cover the injured person's costs and pain, but far from it. As a foreigner, there's no help. You don't fight back. In short, the injured person gets nothing. What happened there is actually a crime. Here are some files from the hospital where the injured person was treated. To clarify: the first hospital the injured person was taken to was Tembissa Hospital, and they don't release any documents or treatment records. That raises some questions. A hospital that doesn't provide a single piece of paper—that certainly gives one pause. But that's how it is, and it can't be changed. Even you have done everything correct, you're lost.
