Sanctions against Rwandan Minister Retired General James Kabarebe The Rwandan government has strongly condemned the US Treasury Department's move to impose sanctions on Rwandan Minister Retired General James Kabarebe for his alleged involvement in the ongoing conflict and unrest in eastern Democratic Republic of Congo. He was sanctioned for his involvement with the M23 militia in the Democratic Republic of Congo. Kabarebe is accused of orchestrating military support and mineral mining in the Democratic Republic of Congo.
General James Kabarebe is a retired Rwandan military officer born in 1959. He served as Minister of Defense from 2010 to 2018 and is currently Minister of State for Regional Integration in the Rwandan Ministry of Foreign Affairs. Kabarebe played a significant role in the First and Second Congo Wars and was a key strategist of the Alliance of Democratic Forces for the Liberation of Congo.  The Rwandan Ministry of Foreign Affairs and International Cooperation said in a statement: "The move to impose sanctions on the government minister, retired General James Kabarebe, is illegal and baseless." The ministry's statement clearly states: "If sanctions could have resolved the conflict in eastern DRC, we would have had peace in the region decades ago." Rwanda criticized the international community for not taking practical steps to end the insecurity and violence in eastern DRC fueled by the Congolese government. In addition to General Kabarebe, the United States has also imposed sanctions on the spokesman for the M23 rebel group, Lawrence Kanyuka, and two other companies accused of funding and fueling the fighting in eastern DRC. Lawrence Kanyuka Kingston is a prominent figure associated with the M23 rebel group and the Congo River Alliance. He serves as the civilian spokesperson for the M23 and is involved in public relations for the Congo River Alliance, a coalition seeking to overthrow the government of the Democratic Republic of Congo (DRC). Born in 1970 in Kinshasa (DRC), Kanyuka is a dual citizen of the DRC and the UK.
